Description
Municipal Youth Offices were created under the National Youth Policy (PNJ 2012–2020). They are promoted by municipal councils to coordinate public efforts and those of other sectors pertaining to youth and their local expressions, by fostering the design, implementation, and coordination of local youth plans, based on the PNJ.
Given the
influence they wield because of their skills, young people are mainstreamed in
the activities of municipalities, through Municipal Youth Offices.
Thirty
eight offices were created in 2013, for a similar number of municipalities in
the Republic of Guatemala .
Municipal
Youth Offices promote a special vision “with” youth, which involves
strengthening their leadership and role by recognizing, strengthening, and
supporting their participation. It is being proposed at the same time that
conditions should be created for national, local, and other players to help
change the current situation facing young people, making them vital leaders.
Activities:
- Meetings with mayors and municipal councils
- Meetings with youth organizations
- Meetings with international cooperation agencies
- Training programs
- Preparation of a guide for implementing and managing municipal youth offices
Outcomes
- In less than a year, 38 municipal youth offices were created through strategic partnerships between CONJUVE and municipalities.
- Each office is provided with the necessary legal support.The projects and the institutionalization of the Offices were systematized, through the implementation and management guide.
Challenges
- Technical capacity to manage the Municipal Youth Office
- Budget allocation
- Mainstreaming the work of Municipal Youth Offices rather than making it sectoral (only specific youth services).
